Building Regulations for Boiler Installation: A 2026 Guide to Parts G, J, L and P

Which parts of the Building Regulations apply to boiler installation?

Boiler installation triggers a specific combination of Building Regulations Parts, depending on the scope of the work. The four most commonly relevant Parts are:

  • Part G — Sanitation (hot water safety, water efficiency).
  • Part J — Combustion appliances and fuel storage systems (flueing, ventilation, air supply).
  • Part L — Conservation of fuel and power (energy efficiency, boiler efficiency, controls).
  • Part P — Electrical safety (where electrical work is involved in the installation).

For most boiler replacements, all four Parts apply. For a combi boiler installation, Part G is particularly important because the boiler is also the source of domestic hot water.

The primary statute is the Building Act 1984, and the substantive regulations are the Building Regulations 2010. The technical standards are set out in the Approved Documents published by the Department for Levelling Up, Housing and Communities.

Part G — Sanitation and hot water

Approved Document G sets out the requirements for sanitation, including hot water safety. For boiler installation, the key Part G requirements are:

  • Hot water temperature must be safe at the tap. The hot water at the tap must not exceed 48°C in most circumstances (to prevent scalding), and must be stored at a minimum of 60°C in the cylinder (to prevent Legionella growth). This is typically achieved by fitting a thermostatic mixing valve (TMV) on the hot water outlet.
  • Insulation of the hot water cylinder and pipework to limit heat loss. The specific insulation thicknesses depend on the cylinder size and pipe diameter.
  • Water efficiency for the bathroom, kitchen, and other hot-water-using fittings. A combi boiler installation typically does not require a separate hot water cylinder, but the cold-water storage capacity for a combi must be sufficient for the household’s needs.
  • Backflow protection to prevent contaminated water from flowing back into the mains supply. This is usually achieved by an appropriate air gap or check valve at the cold water inlet.

Compliance with Part G is verified by a Building Control inspector at the post-installation inspection.

Part J — Combustion appliances and fuel storage

Approved Document J sets out the requirements for combustion appliances and fuel storage. For boiler installation, the key Part J requirements are:

  • Flue terminal position — the flue must terminate at a specific distance from windows, doors, and boundaries, to prevent combustion products from entering the building or affecting neighbours. The exact distances depend on the type of boiler and flue.
  • Flue design and materials — the flue must be of a type and material suitable for the boiler, with appropriate clearances from combustible materials.
  • Air supply and ventilation — the boiler must have an adequate supply of combustion air. For most modern gas boilers, this is provided by a purpose-built air vent or by a balanced flue that draws air from outside.
  • Fuel storage — for oil-fired boilers, the oil storage tank must comply with the relevant regulations for the storage of petroleum products. For gas boilers, the meter and gas supply pipework must comply with the Gas Safety (Installation and Use) Regulations 1998.

Part J is the most safety-critical of the four Parts. A non-compliant flue can lead to carbon monoxide poisoning — a potentially fatal hazard. The Building Control inspector will pay particular attention to the flue termination, the flue materials, and the air supply.

For gas work, the installer must be registered with the Gas Safe Register. For oil work, the installer must be registered with OFTEC. For solid-fuel work, the installer must be registered with HETAS.

Part L — Conservation of fuel and power

Approved Document L sets out the requirements for the energy efficiency of buildings. For boiler installation, the key Part L requirements are:

  • Boiler efficiency — the replacement boiler must be a condensing boiler (with very few exceptions for hard-to-treat installations). A condensing boiler has a SEDBUK efficiency of approximately 90% or higher, compared to 70–80% for older non-condensing boilers.
  • Heating controls — the heating system must include a programmer (timer), a room thermostat (or programmable thermostat combined with the programmer), and thermostatic radiator valves (TRVs) on all radiators except the one in the room with the room thermostat.
  • Insulation of the heating pipework — the primary heating flow and return pipework must be insulated, with the specific insulation thickness depending on the pipe diameter.
  • Hot water cylinder insulation — if a hot water cylinder is fitted, it must be insulated to a minimum standard (typically 80mm of factory-applied foam insulation for a modern cylinder).
  • Commissioning — the boiler and heating system must be commissioned in accordance with the manufacturer’s instructions and the relevant Building Control standards.

Part L requirements are tightened periodically as part of the government’s energy efficiency strategy. The 2026 standards require higher boiler efficiency than the 2010 standards.

Part P — Electrical safety

Approved Document P sets out the requirements for electrical safety in dwellings. For boiler installation, Part P applies where any of the following electrical work is carried out as part of the installation:

  • Adding a new circuit for a new boiler (e.g. a dedicated electrical supply for the boiler where none previously existed).
  • Adding a fused connection unit (FCU) or other electrical accessory for the boiler.
  • Replacing the electrical control wiring for the heating system.

Most competent boiler installers are registered with a Competent Person Scheme such as NICEIC or NAPIT, which allows them to self-certify Part P work without a separate application to the local authority. The certification is recorded centrally and a Building Regulations Completion Certificate is issued automatically.

Where the installer is not registered with a Competent Person Scheme, the Part P work must be notified to the local authority as a separate electrical installation, either as part of the boiler application or as a standalone electrical notification.

How to comply with all four parts

For most domestic boiler installations, the easiest way to comply with all four Parts is to use a single installer who is registered with the relevant Competent Person Schemes:

  • Gas Safe Register — for gas work (Part J + Part G).
  • NICEIC or NAPIT — for electrical work (Part P).
  • OFTEC — for oil work (Part G + Part J + Part P if applicable).
  • HETAS — for solid-fuel work (Part J).

A Competent Person registered with one of these schemes can self-certify that the work complies with the relevant Building Regulations Parts. The certification is recorded centrally and a Building Regulations Completion Certificate is issued. The homeowner is spared the cost and time of a separate local-authority application.

If the installer is not registered with a Competent Person Scheme, the homeowner must apply to the local authority for a Building Notice or Full Plans application, and the work will be inspected by a Building Control inspector at the relevant stages.
