Building Regulations for Garages: A 2026 Guide to Construction, Conversion and Fire Safety

When do garages need Building Regulations approval?

A garage needs Building Regulations approval in three main scenarios:

  • Building a new garage — most new garages (detached, attached, or integral) require a Building Regulations application because of the structural, fire-safety, and energy-efficiency implications. A small single-storey detached garage of less than 15 square metres floor area and not intended for sleeping accommodation is exempt.
  • Converting an existing garage to habitable accommodation — converting a garage to a bedroom, office, gym, or any other living space always requires a Building Regulations application. The conversion triggers requirements for thermal insulation, ventilation, fire safety, structural alterations, and (depending on use) electrical work.
  • Structural alterations to an existing garage — significant structural work, such as removing load-bearing walls or replacing the roof structure, may require a Building Regulations application even if the use of the garage is unchanged.

A garage attached to the house is generally treated as part of the house for the purposes of the Building Regulations. A detached garage (more than 1 metre from any wall of the house) is generally treated as a separate building and is subject to a different set of requirements.

Building a new garage

A new garage, where it requires Building Regulations approval, must comply with the following Parts of the Building Regulations 2010:

  • Part A — Structure. The foundations must be adequate for the ground conditions. Most new garages use strip foundations of at least 450mm depth, with concrete of the appropriate mix. The walls must be of a construction appropriate for the load (single-skin brick, cavity wall, or timber frame, depending on the size of the garage and the local exposure conditions).
  • Part B — Fire safety. A garage attached to or within 1 metre of the house must have a fire-resisting wall between the garage and the house. The wall must be of solid construction (typically at least 100mm of solid masonry or a fire-resisting stud wall) and any door in the wall must be a fire door. This is to prevent fire spreading from the garage to the house.
  • Part C — Site preparation and resistance to contaminants and moisture. The floor and walls must be protected against ground moisture. For an integral or attached garage, a damp-proof course (DPC) and damp-proof membrane (DPM) are required, similar to the house itself.
  • Part N — Glazing safety. Any glazing in the garage (e.g. a window in the door) must be safety glass, typically toughened or laminated glass.
  • Part P — Electrical safety. Any electrical work carried out as part of the garage (e.g. a new lighting circuit or a door opener) must comply with Part P and be carried out by a Competent Person or notified to the local authority.

For a small single-storey detached garage of less than 15 square metres floor area and not intended for sleeping accommodation, the Building Regulations are exempt under Schedule 2. The garage can be built without a Building Regulations application. This exemption is sometimes described as the “30 square metre rule” or “15 square metre rule” depending on the source.

Converting an existing garage to habitable accommodation

A garage conversion is treated as a material change of use and always requires a Building Regulations application, regardless of the size of the garage. The conversion triggers requirements for the following Parts:

  • Part A — Structure. Any new openings in load-bearing walls must be designed and approved by a structural engineer. The floor must be upgraded to provide adequate thermal insulation and a damp-proof membrane if the existing floor is a bare concrete slab.
  • Part B — Fire safety. The conversion must provide adequate fire detection (smoke and heat alarms to BS 5839-6), adequate means of escape (typically a protected route to an external door), and fire separation from the rest of the house (e.g. a fire-resisting wall and door if the conversion is integral to the house).
  • Part C — Resistance to moisture. The new walls and floor must be protected against ground moisture, with appropriate DPC and DPM.
  • Part E — Resistance to sound. If the conversion is integral to the house, the walls and floors must provide adequate sound insulation to the rest of the house. This typically requires a minimum 40 dB reduction in airborne sound.
  • Part F — Ventilation. The conversion must provide adequate background ventilation (typically trickle vents in windows or through-wall vents) and extract ventilation (typically a 30-litre-per-second intermittent extract fan in a kitchen or bathroom).
  • Part G — Sanitation. If the conversion includes a kitchen or bathroom, the plumbing must comply with Part G (water efficiency, hot water safety, and backflow protection).
  • Part L — Conservation of fuel and power. The walls, floor, and roof of the conversion must meet the current U-value targets in Part L. This typically requires external or internal wall insulation, underfloor insulation, and roof insulation to current standards. The heating system must be extended to serve the new room.
  • Part M — Access to and use of buildings. If the conversion is intended as a bedroom, there are no Part M requirements (Part M applies to non-domestic buildings and to new dwellings, not to conversions of existing dwellings).
  • Part P — Electrical safety. All new electrical work (lighting, sockets, heating controls) must comply with Part P.

The Building Control inspector will visit at the key stages: completion of the structural alterations, before plastering (to inspect insulation and electrical first-fix), and at completion. The Building Control body will issue a Completion Certificate on satisfactory completion.

Structural alterations to an existing garage

Significant structural alterations to an existing garage may require a Building Regulations application, even if the use of the garage is unchanged. Examples include:

  • Removing or altering load-bearing walls — any structural alteration must be approved by a structural engineer and the work must be inspected.
  • Replacing the roof structure — a new roof structure, including new trusses or rafters, may require a Building Regulations application depending on the scope of the work.
  • Adding a floor above the garage — converting a flat roof to a pitched roof, or adding a room in the roof space, requires a Building Regulations application.
  • Excavating below the existing floor — creating a basement, even under an existing garage, requires a Building Regulations application.

Minor non-structural alterations — such as replacing a roof tile, repointing brickwork, or replacing a garage door — do not require a Building Regulations application. These are maintenance items, not building work within the meaning of the Building Act 1984.

The building regulations and planning permission difference for garages

Building regulations and planning permission are two separate regimes. A garage project may require:

  • Planning permission only — typically for a garage in a Conservation Area, in the grounds of a listed building, or where the LPA has an Article 4 Direction withdrawing Permitted Development rights.
  • Building Regulations approval only — typically for a small detached garage that does not require planning permission under Permitted Development.
  • Both — for a new attached or integral garage, or a garage conversion. The planning permission and the Building Regulations approval are separate applications to separate teams.
  • Neither — for a small detached garage of less than 15 square metres floor area, on a non-designated site, in a permitted position. The garage can be built without any application.
