Why bungalow loft conversions have specific fire safety considerations

A bungalow loft conversion — converting the roof space of a single-storey dwelling into habitable accommodation — is treated as a change of use under the Building Regulations 2010 (SI 2010/2214) and triggers the full application of Part B (Fire safety) of the Approved Documents, even if the rest of the bungalow has only modest fire-safety provision.

The reason is that a loft conversion creates a new storey that, in a fire, may be harder to escape from than a ground floor. The new storey must be designed to:

  • Provide adequate means of escape — including a protected route from the loft to an external exit.
  • Provide adequate fire detection and warning — smoke and heat alarms to BS 5839-6.
  • Provide adequate fire separation — the new storey must be separated from the rest of the dwelling by fire-resisting construction.
  • Provide adequate structural fire resistance — the floor, walls, and ceiling of the new storey must provide fire resistance for a defined period.

The primary statute is the Building Act 1984. The technical standards are set out in the Approved Documents, particularly Approved Document B — Fire safety, Volume 1: Dwellings.

Means of escape from a bungalow loft conversion

The most important fire safety consideration for a bungalow loft conversion is the means of escape from the new storey. The Approved Document B requirements are:

  • A protected route to an external exit. The route from the loft to an external door must be protected — typically by 30 minutes’ fire-resisting construction (FD30 doors, fire-resisting walls, fire-resisting floors where the route passes over the ground floor).
  • An alternative escape route where possible. If the new storey is more than 4.5 metres above ground level, an alternative escape route is normally required — typically a secondary staircase leading to a different external exit. This can sometimes be achieved via a balcony escape to an adjacent property’s roof or a fire-service staircase.
  • A suitable escape window. As an alternative to a secondary staircase, an escape window from the loft can sometimes be used. The escape window must be of a minimum size (typically at least 450mm × 450mm) and must be openable from inside without the use of a key or tool.

For most bungalow loft conversions, the existing staircase of the bungalow provides the protected route to an external door at ground level. Where the staircase is enclosed with fire-resisting construction and a fire door at the loft landing, this is generally sufficient. The Building Control inspector will confirm the precise specification.

Fire detection and warning

A bungalow loft conversion requires a fire detection and warning system that meets the requirements of BS 5839-6 (the British Standard for fire detection and alarm systems in dwellings). The requirements are:

  • Smoke alarms in the new storey — at least one smoke alarm in the loft landing area, and at least one smoke alarm in each habitable room of the new storey.
  • Heat alarm in the kitchen (if the loft conversion includes a kitchen).
  • Interconnection — all smoke and heat alarms in the dwelling must be interconnected, so that any alarm activation triggers all alarms.
  • Mains-powered with battery backup — all alarms must be mains-powered (typically with a 10-year sealed lithium backup battery).

A Grade D1 system (mains-powered with sealed lithium backup) is the typical specification for a bungalow loft conversion. Higher grades (D2, E, F) are also acceptable and may be specified for higher-risk properties.

Fire separation in a bungalow loft conversion

The new storey must be separated from the rest of the dwelling by fire-resisting construction. The typical specification is:

  • The floor between the loft and the ground floor must be upgraded to provide 30 minutes’ fire resistance (typically by adding a layer of fire-rated plasterboard to the underside of the existing ceiling).
  • The door between the loft landing and the ground-floor staircase must be a fire door (FD30 — 30 minutes’ fire resistance) with intumescent strips and a self-closing device.
  • Any service penetrations (electrical conduits, plumbing pipes, vent ducts) through the fire-resisting floor or wall must be fire-stopped using an intumescent sealant or fire-rated collar.

The fire separation requirement is to prevent fire spreading from the ground floor to the loft, where escape may be more difficult.

Structural fire resistance of the loft conversion

The structural elements of the loft conversion must provide fire resistance for a defined period:

  • The new floor structure (joists, beams, decking) must be fire-resisting. Timber joists can be upgraded with fire-rated plasterboard. Steel beams must be fire-protected (typically with a proprietary fire-rated board or intumescent paint).
  • The new walls (dormer walls, gable walls) must be fire-resisting. Timber stud walls can be upgraded with fire-rated plasterboard. Solid masonry is inherently fire-resisting.
  • The new roof structure (rafters, trusses) does not normally require fire resistance for a bungalow loft conversion, but the ceiling below the loft space (forming the floor of the new storey) does.

The Building Control inspector will check the construction details at the post-installation inspection to confirm that the structure meets the required standard.

The interaction with planning permission

A bungalow loft conversion is treated as a change of use under both the planning and Building Regulations regimes. A full planning application is always required for a bungalow loft conversion because the change from a non-habitable roof space to habitable accommodation is a material change of use.

For many bungalow loft conversions, the planning application is decided under Permitted Development rights if certain conditions are met (e.g. the extension does not exceed the highest part of the existing roof, no extension beyond the principal elevation, materials match the existing dwelling). For other bungalow loft conversions, a full planning application is required.

Smoke control in a bungalow loft conversion

Smoke control is a specific Part B requirement for the common areas of certain buildings. For a single bungalow loft conversion, the smoke control requirement is generally limited to:

  • Smoke detectors in the loft landing (already required under the fire detection and warning system).
  • Ventilation in the loft space to allow smoke to escape in the event of a fire — typically a smoke vent in the new dormer window or a roof vent that can be opened from inside the loft.

For loft conversions in houses in multiple occupation (HMOs) or in multi-storey blocks, more onerous smoke control requirements may apply. For a single bungalow loft conversion, the basic provision is generally sufficient.

The Building Regulations 10-year rule

A bungalow loft conversion that was carried out more than 10 years ago without a Building Regulations application is generally immune from enforcement under the 10-year rule in section 124 of the Building Act 1984. The local authority cannot take enforcement action against an existing non-compliant loft conversion that has been in place for more than 10 years.

The 10-year rule does not apply to new work — any new loft conversion must comply with the current Building Regulations, regardless of whether the existing building is non-compliant.
